LOCT-IN – Youth as Local Policy Auditors
LOCT-IN is an Erasmus+ Youth Participation Activities project designed to strengthen democratic participation by placing young people at the centre of local governance processes.
LOCT-IN creates a structured way for young people to observe, understand and contribute to local decision-making.
Young people often face barriers when engaging in local decision-making, while municipalities may lack practical ways for young citizens to evaluate local services and contribute to their improvement.
LOCT-IN gives young people a clear methodology to observe local realities, collect evidence, analyse community needs and develop recommendations for more inclusive and responsive local policies.
What we aim to achieve
How LOCT-IN works
The project follows a participatory and practice-oriented methodology based on observation, analysis and dialogue.
Young participants receive training on local governance and policy observation before carrying out community assessments.
Assessments focus on public services, accessibility and inclusion, with findings documented in Local Observation Reports.
Findings are discussed with municipalities through structured dialogue sessions, supported by international exchange between partner organisations.
The project primarily involves young people aged between 18 and 30, including those with fewer opportunities and diverse educational and social backgrounds.

The project contributes to the Erasmus+ Programme priorities, the EU Youth Strategy and the European Youth Goals by promoting democratic participation, social inclusion and active European citizenship.
