LOCT-IN Youth as Local Policy Auditors

Empowering young people to observe, analyse and improve local governance through structured democratic participation.

Project Introduction

LOCT-IN empowers young people aged 18–30 to take an active role in local democratic life by observing public services, public spaces and inclusion practices.

Through non-formal education, community engagement and international cooperation, participants turn local observations into practical recommendations for decision-makers.

The Challenge

Across Europe, young people often have limited opportunities to influence local decision-making despite being directly affected by public policies and community services.

At the same time, municipalities need more effective ways to involve young citizens in identifying local needs and proposing practical solutions.

The LOCT-IN Approach

LOCT-IN addresses these challenges by introducing the concept of Local Policy Auditors.

Young people are empowered to analyse their communities, identify barriers to inclusion and accessibility, and engage in constructive dialogue with public authorities.
